Kansas provides compassionate release for eligible incarcerated individuals in two ways: (1) Functional Incapacitation Release, for those with debilitating medical conditions, and (2) Terminal Medical Release, for those with terminal medical conditions. This memo summarizes the regulations and requirements of these programs, including the categories of release, eligibility criteria, the decision-making process, post-decision topics, and reporting.
